This is SO typical - someone drives out of a parking lot without their headlights on, and the cops are all over it. Why? Because there's about 10,000 cops running around who won't touch the serious crime. They're all over things like vehicle registration violations and parking tickets. Just try calling them when something serious goes down and see what happens. I called twice during armed robberies I was WATCHING while I was on my cell phone, and was told that I could go to the station and make a report if I wanted, but they didn't have anyone available.
